THIS IS A SPECIAL REPORT THANK YOU AGAIN I’M SORRY TO BE A FEW MINUTES LATE GOOD AFTERNOON AGAIN TO EVERYBODY ARE THINGS TO RUTGERS, NEWARK FOR ALLOWING US TO USE THEIR SPACE FOR TODAY’S BRIEFING AND TO NANCY AND HER WHOLE TEAM, BIG SHOUT OUT AND A BIG THANKS TOMORROW MORNING WE WILL BE IN TRENTON AT 2:00 P.M AT THE WAR MEMORIAL WE WILL BE TRYING TO GIVE YOU ONE DAYS ADVANCE NOTICE AS TO WHERE YOU WILL FIND US THIS IS ROUTINE AND I AM JOINED BY THE COMMISSIONER OF THE DEPARTMENT OF HEALTH AND THE SUPERINTENDENT OF THE STATE POLICE, COLONEL PAT CALLAHAN AND THE DEPARTMENT OF HEALTH’S COMMUNICABLE DISEASE DOCTOR BEFORE WE GET TO THE LATEST TESTING RESULTS, I HAVE A FEW ANNOUNCEMENTS AND UPDATES OF WHAT WE HAVE BEEN UP TO. I WANT TO GIVE SHEILA OLIVER A SHOUT OUT WHO IS RUNNING THE DCA AS FAST AND AS FURIOUSLY AS EVER BEFORE THE LEEUW TURN IT GOV AND I MADE A DECISION THAT WE WOULD DIVIDE AND CONQUER. I WAS JUST ON THE PHONE A SHORT WHILE AGO WE WANT TO GIVE THEM A HUGE SHOUT OUT FOR JOHN MOONEY. AFTER CAREFUL CONSIDERATION, WE HAVE APPLIED FOR THE AVAILABLE FEDERAL WAIVER TO CANCEL ALL STUDENT STANDARDIZED TESTING SCHEDULE FOR APRIL WE EXPECT THIS WAIVER TO BE GROUNDED AND THE COUNCIL’S OFFICE IS LOOKING AT AN EXECUTIVE ORDER TO ADDRESS THE IMPACTS OF THIS DECISION ON OTHER AREAS OF STATE LAW AND THAT WILL BE FORTHCOMING WITH STUDENTS AT HOME AND NOT IN THEIR REGULAR CLASSROOMS, IT IS NOT FEASIBLE FOR US TO MOVE FORWARD WITH TESTING IN ANY MEANINGFUL WAY THIS DECISION WILL NOT IMPACT THE GRADUATION REQUIREMENTS OF ANY STUDENT. I WANT TO REPEAT THAT THIS DECISION WILL NOT IMPACT THE GRADUATION REQUIREMENTS OF ANY STUDENT STUDENTS WILL WORK ON THE LESSONS BEFORE THEM AND TO USE THE TIME AS BEST AS IS POSSIBLE TO KEEP UP WITH CURRENT STUDIES MANY PARENTS HAVE MOVED TO A DUAL ROLE OF CLASSROOM EDUCATOR AND IT WOULD NOT BE FAIR FOR THEM TO NOT ALSO HAVE TO PICK UP THE TITLE OF TEST PROCTOR AS WELL I HAVE NO OTHER JOB OR UPDATE IN TERMS OF HOW MUCH LONGER SCHOOL WILL BE OUT IT IS UNTIL FURTHER NOTICE AND WE HAVE NOT MADE A DEFINITIVE ASSESSMENT AS TO WHEN SECONDLY, AS WAS ANNOUNCED BY THE STATE TREASURER AND HER TEAM SHE IS DOING A GREAT JOB MORE THAN $900 MILLION IN DISCRETIONARY BUDGET SPENDING FOR THE CURRENT FISCAL YEAR HAS BEEN PLACED INTO RESERVE WE DID NOT MAKE THE DECISION LIGHTLY. BUT GIVEN THE IMPACT OF THIS EMERGENCY ON OUR ECONOMY, IT IS THE RIGHT DECISION TO PROTECT OUR STATE’S FISCAL STABILITY I WILL GO THROUGH OTHER OFF- LINE MEETINGS AND ENGAGEMENTS WE HAVE HAD SINCE WE LAST WORKED TOGETHER WITH YOU WITH THAT LIST, I WILL MOVE THAT UP I HAD A GOOD MEETING WITH THE SENATE PRESIDENT AND SPEAKER YESTERDAY. WE MET YESTERDAY FOR ABOUT A HALF AN HOUR AND OUR OFFICES AND WE BEGAN A PROCESS OF DISCUSSING WITH HOW WE SEE THE PROCESS UNFOLDING I HAVE NO NEWS FOR YOU. IT DEPENDS ON HOW THE FEDERAL COLLEAGUES TURN OUT TODAY, HOPEFULLY TODAY THAT WILL TELL US A LOT IN TERMS OF THE ROAD FORWARD SPEAKING OF WHICH, I REMAIN HOPEFUL FROM THE ONGOING CONVERSATIONS THAT I HAVE BEEN HAVING WITH THE CONGRESSIONAL DELEGATION I JUST GOT OFF THE PHONE WITH SENATOR BOB MENENDEZ AND CORY BOOKER MET WITH OUR DELEGATION AND ALONG WITH CHUCK SCHUMER

AND HIS TEAM AND SPEAKER PELOSI AND THE WHITE HOUSE DIRECTLY THAT A DIRECT CASH INFUSION FROM WASHINGTON TO THE STATES WILL SOON HAPPEN. I AM KNOCKING ON WOOD AS I SAY THAT. I TOTALLY INTEND TO BURN UP THE PHONE LINES TO WASHINGTON TO SEE THIS THROUGH MORE ON THAT IN A COUPLE OF MINUTES I CANNOT STRESS ENOUGH THAT NEW JERSEY NEEDS TO SEE US THROUGH THE CURRENT EMERGENCY AND TO ENSURE THE VITAL STATE PROGRAMS THAT WILL HELP US EMERGE ON THE OTHER END OF THIS WILL NOT BE COMPROMISED I KNOW THE SAME GOES FOR MY FELLOW GOVERNORS AND THEIR RESIDENTS. I WANT TO ACKNOWLEDGE TO MY RIGHT, THE DIRECTOR OF HOMELAND SECURITY AND PREPAREDNESS, JERRY NAPLES, IT IS GREAT TO HAVE YOU WITH US AND FOLLOWING A CONVERSATION WITH PRESIDENT TRUMP FROM YESTERDAY AND IN A MINUTE I WILL GO THROUGH OTHER CONVERSATIONS WE WILL RECEIVE A SECOND SHIPMENT OF PERSONAL PROTECTIVE EQUIPMENT, OR PPE FROM THE STOCKPILE AN ADDITIONAL 200,000+ M-95 MASKS AND RESPIRATORS AMONG OTHER GEAR AS I WELCOME THIS DEVELOPMENT, AND BELIEVE ME I WELCOME IT AND FOR IT I AM GRATEFUL WE ARE STILL IN NEED OF EQUIPMENT FOR OUR HOSPITALS AND RESPONDERS. I AM GRATEFUL TO THE MANY PRIVATE SECTOR PARTNERS IN GENERAL AND THE PLAYERS IN OUR STATE INCLUDING SOME OF NEW JERSEY’S LEGACY COMPANIES WHO HAVE EMERGED OVER THE LAST SEVERAL DAYS WITH GENEROUS PPE EQUIPMENT DONATIONS AND OTHER SORELY NEEDED MEANINGFUL STEPS THIS REDEFINES THE PHRASE, IT TAKES A VILLAGE AS GOOD AS WE MAY BE AND AS GOOD AS THE LEGISLATORS ARE IN TRENTON AND WASHINGTON, EVEN IF WE BET 1000, WE NEED HELP I WILL GIVE A RECENT EXAMPLE WE HAVE BEEN INFORMED THAT PSE&G WILL MAKE A DONATION OF 50,000 M-95 MASKS I THINK THE CEO AND THE ENTIRE TEAM OF THE PSE&G FAMILY TO PITCH IN AND HELP OUR NEW JERSEY FAMILY AND I WAS TOUCHED A MINUTE AGO BY TIM COOK AND LISA JACKSON OF APPLE NEW JERSEY’S OWN LISA JACKSON HAS OFFERED TO SEND GEAR GLAXO AND WALGREENS HAVE STEPPED UP. WE MENTIONED PRUDENTIAL YESTERDAY OR THE DAY BEFORE I THINK THAT DONATION HAS COME OUR WAY AND THE GEAR HAS BEEN DISTRIBUTED AS FAR AS I KNOW TO BARNABAS, HOLY NAME, HACKENSACK AND MORRISTOWN. DID I GET THAT RIGHT? I MENTIONED GOLDMAN SACHS YESTERDAY AND VERIZON STANDS TALL ALONG WITH COMCAST AND HOME DEPOT AND HARD ROCK IS MAKING — ALLOWING EMPLOYEES TO HAVE MORE ADMINISTRATIVE LEAVE. UPPING STAFF WAGES DURING THIS PERIOD THE PIPEFITTERS LOCAL 24 AND GYM DENNIS AND HIS TEAM CONTRIBUTING MASKS. SURE WHEN MILLIONAIRES SURE WHEN MILLION SHERWIN-WILLIAMS IS CONTRIBUTING MASKS IT IS MEANINGFUL. THE STATE POLICE ARE ACTIVELY ENGAGED IN FURTHERING THIS AND WORKING WITH THE PET PRIVATE SECTOR TO MEET THE EMERGING PPE NEEDS ANYONE WITH SUPPLIES TO DONATE SHOULD EMAIL THE STATE POLICE AT PP E DONATIONS AT AND JSP ORG I THINK PAT, YOU TOLD ME YOU HAVE RECEIVED 300 50 EMAILS THAT IS THE SPIRIT IN WHICH THE STATE LIVES EVERY DAY, CERTAINLY IN THE TIME OF CRISIS NEXT STEP IS THE DEPARTMENT OF ENVIRONMENTAL PROTECTION AND COMMUNITY AFFAIRS ALONG WITH THE BOARD OF PUBLIC UTILITY SENT A LETTER TO MUNICIPAL WATER UTILITIES CALLING ON THEM TO SUSPEND WATER SHUT OFFS DURING THIS EMERGENCY AIR PRIVATE UTILITY OPERATORS HAVE VOLUNTARILY SUSPENDED SHUT OFFS AND WE NEED WATER PROVIDERS TO FOLLOW SUIT I HOPE I DON’T NEED TO SAY THIS, BUT I WILL SAY THAT I WANT TO BE PERFECTLY CLEAR TO THESE UTILITIES. IF YOU DO NOT VOLUNTARILY SUSPEND SHUT OFFS, I WILL ORDER YOU TO SUSPEND SHUT OFFS

NOBODY IN NEW JERSEY SHOULD FEAR LOSING ACCESS TO WATER DURING THIS EMERGENCY WATER UTILITIES HAVE UNTIL TOMORROW TO CONFIRM THEY ARE TAKING THIS STEP WITH THE DEP GOD WILLING THEY ALL WILL. FOR THAT, WE ARE THANKFUL AND APPRECIATIVE AND IF THEY DON’T, WE WILL MAKE THEM NEXT THE LAUNCH OF THE NEW JOBS PORTAL WITHIN OUR COVID- 19.NJ WEBSITE. THIS IS THE ONE CENTRAL REPOSITORY AT COVID.NJ.GOV IT IS FOR THOSE WHO HAVE LOST THEIR JOBS DUE TO THIS EMERGENCY AND THEY CAN APPLY FOR AND FIND A NEW JOB AT ONE OF THE CENTRAL PLACES WE ARE THE FIRST STATE IN THE UNITED STATES TO DO THIS AND THE FIRST RESPONSE HAS BEEN NOTHING LESS THAN OVERWHELMING IN THE FIRST 24 HOURS, THE PAGE WAS VISITED BY 88,000 JOBSEEKERS AS WE CONTINUE TO BE CONTACTED BY MORE AND MORE ESSENTIAL EMPLOYERS, THE NUMBER OF AVAILABLE JOBS IS INCREASING SINCE YESTERDAY, THE NUMBER OF OPEN JOBS, I THINK YESTERDAY IT WAS 8000 AND THAT IS UP TO MORE THAN 12,000 FROM MORE THAN 100 EMPLOYERS ACROSS A VARIETY OF ESSENTIAL AREAS. AGAIN, I URGE EVERY RESIDENT WILLING TO STEP UP TO BE PART OF THE FRONT LINE WORKFORCE TO VISIT COVID19.NJ.GOV I ALSO ASK ESSENTIAL EMPLOYERS TO NETWORK WITH US THROUGH THE SITE TO HAVE YOUR OPENINGS POSTED THERE. CERTAINLY OUR UNEMPLOYMENT INSURANCE SYSTEM IS AN IMPORTANT SAFETY NET FOR THE THOUSANDS OF FAMILIES IMPACTED BY THIS PUBLIC HEALTH EMERGENCY BUT THIS IS AN OPPORTUNITY FOR FRONT LINE WORK TO BE PART OF SEEING US EMERGING FROM THE STRONGER AND FOR OUR STATE’S ECONOMY TO REBOUND FASTER TO FIND A JOB OR TO POST A JOB, IT IS A ONE STOP AT COVID19.NJ.GOV . BEFORE WE GET INTO TEST RESULTS AND SADLY LIVES LOST, I WANT TO BRIEFLY MENTION, AND I APOLOGIZE JUDY FOR GOING ON ANOTHER MINUTE TO TOUCH UPON ANOTHER OF THE DEVELOPMENTS AND ENGAGEMENTS AND CONVERSATIONS AND FOLLOW- UPS WE HAVE HAD SINCE WE LAST GATHERED FIRST OF ALL, ON THE ENFORCEMENT FRONT, JUST TO PROVE THERE ARE KNUCKLEHEADS OUT THERE ON THE ONE HAND AND ON THE OTHER HAND, WE SEE THEM AND ARE ENFORCING THEM THERE ARE CHARGES AGAINST A DEFENDANT WHO GOT INTO A DISPUTE WITH AN EMPLOYEE OF WEGMANS COUGHED ON THE WOMAN AND THEN AFTER DOING SO HE TOLD THE WOMAN HE HAD CORONAVIRUS. HE THEN REFUSED TO COOPERATE WITH THE POLICE TO EITHER GIVE HIS NAME OR DRIVERS LICENSE FOR MORE THAN 40 MINUTES A SUMMONS IS ISSUED FOR TERRORISTIC THREATS, HARASSMENT AND OBSTRUCTION THIS IS NOT AN EO VIOLATION, PER SE, BUT IT DEMONSTRATES ACTIVE LAW ENFORCEMENT IN THE STEPS WE ARE TAKEN TAKING I WANT TO GIVE A SHOUT OUT TO THE PROSECUTOR’S OFFICE AS PAT AND JARED KNOW BETTER THAN ANYBODY, WE ARE UP AND DOWN THE STATE AND WE WILL NOT TAKE NONCOMPLIANT BEHAVIOR NEVERMIND EGREGIOUS BEHAVIOR LIKE THIS. SO, THANK YOU AGAIN, A SHOUT OUT NOT JUST TO THE HEROIC HEALTHCARE WORKERS, BUT TO FIRST RESPONDERS WHO ARE ENFORCING THIS UNIQUE ENVIRONMENT IN WHICH WE ARE LIVING. IN ADDITION, I TALKED TO PRESIDENT TRUMP YESTERDAY MORNING THAT WAS A PRODUCTIVE CALL SHORTLY AFTER THE PRESS GATHERING WE HAD A VIDEO CONFERENCE CALL WITH THE VP LAST EVENING WE HAD A PRODUCTIVE CONFERENCE CALL WITH THE ADMINISTRATIVE OF FEMA, PETE GAYNOR AND FEMA REGION 2 THOSE CONVERSATIONS, AS THE ONE WITH THE PRESIDENT CONTINUE TO GO VERY WELL. WE MENTIONED, YESTERDAY, THAT THE PRESIDENT GAVE HIS SUPPORT, PERSONALLY FEMA REITERATED ACTIVE SUPPORT FOR OUR FIELD FIELD HOSPITALS PAT, TELL US WHERE YOU EXPECT THOSE LOCATIONS TO BE, PLEASE THEY ARE IN ROUTE NOW. WE WERE GOING TO GET INTO THIS TOMORROW BUT SINCE THE GOVERNOR ASKED AND HE IS MY BOSS, ONE IS GOING TO BE AT THE MEADOWLANDS EXPOSITION AND THE SECOND AT

THE CONVENTION CENTER IN EDISON A THIRD WILL BE SET UP AT ATLANTIC CITY’S CONVENTION CENTER. THE FOURTH WILL BE HOUSED PERIODICALLY AT THE URBAN SEARCH AND RESCUE FACILITY WITH THAT LOCATION TO BE DETERMINED AT A LATER TIME ONCE WE ARE ABLE TO ANALYZE THE BEST AND MOST EFFECTIVE PLACE TO SET THAT UP GOVERNOR YOU ARE GRACIOUS TO ME I WENT OUT OF ORDER YOU WILL BE SPEAKING TOMORROW AS WELL AS COLONEL PARKER BASED IN PHILADELPHIA WHO IS ONE OF THE SENIOR MEMBERS OF THE ARMY CORPS OF ENGINEERS WHO IS CAMPING AT THE ROCK RIGHT NOW THANK YOU FOR THAT SO, THE FIELD HOSPITALS WERE IN ON ALL OF THESE CONVERSATIONS I REFERRED TO PPE AND OBVIOUSLY OUR SUPPORT OF THE DIRECT CASH ASSISTANCE FOR STATES WAS ON THE LIST OF ALL OF THESE CONVERSATIONS, OR AT LEAST WITH THE PRESIDENT AND THE VICE PRESIDENT AND WE RAISED THAT WE HAD APPLIED FOR A MAJOR DISASTER DECLARATION UNDER THE STAFFORD ACT AND THAT IS UNDER CONSIDERATION. I WANT TO GIVE A SHOUT OUT TO OUR DELEGATION WHO HAVE STOOD TALL IN SUPPORT OF THAT. TODAY ALONE, SENATOR MENENDEZ AND I EXTENDING LIFE- SAVING CONVERSATIONS AND NOTES ON THAT CONVERSATION AS WELL AS THE OUTSTANDING 502 F DESIGNATION UNDER 532 AS IT RELATES TO NATIONAL SUPPORT FOR NATIONAL GUARD ACTIVITIES THOSE ARE PENDING WE HAD ACTIVITY ON ALL THE CALLS I MENTIONED. AND THIRDLY, A VERY GOOD AND PRODUCTIVE EARLY-STAGE DISCUSSION WITH THE SENATE AND SPEAKER I WANT TO GIVE A SHOUT OUT TO BOTH SIDES OF THE AISLE THE MINORITY LEADER AND I HAD AN EXCHANGE TODAY AND I JUST SENT THE MINORITY LEADER I NOTE ON SOMETHING AFTER A PRODUCTIVE MEETING YESTERDAY AFTERNOON. I WANT TO GIVE THE LEGISLATIVE COLLEAGUES, AS A GROUP, A BIG SHOUT OUT OF THANKS. WE ARE TRYING TO FIND A WAY THROUGH THIS TOGETHER IN REAL TIME IN WASHINGTON RIGHT NOW, HAVING JUST GOTTEN OFF THE PHONE WITH SENATOR MENENDEZ AND HAVING EXCHANGED NOTES WITH SENATOR BOOKER, THE MARKETS ARE UP TODAY. I SUSPECT IT IS BECAUSE THERE IS THE POTENTIAL FOR REAL PROGRESS IN WASHINGTON. IT IS TOO EARLY TO SAY WHERE THIS WILL TURN OUT AND WHERE IT WILL LAND AS WE SIT HERE NOW, THERE ARE BIG ELEMENTS IN WHAT IS BEING NEGOTIATED CONSISTENT WITH WHAT WE HAVE BELIEVED ALL ALONG THAT HAS BEEN ELEMENTS OF WHAT WE BELIEVE NEEDS TO BE A FEDERAL ASSISTANCE PROGRAM. A BIG DIRECT STABILIZATION OF FUNDS AMONG OTHER ELEMENTS, AS WE UNDERSTAND IT THAT ARE ON THE TABLE. A STATE STABILIZATION FUND AND BIG SUPPORT FOR MASS TRANSIT UNEMPLOYMENT INSURANCE, BIG SUPPORT. A BIG CHUNK FOR HOSPITAL HELP, BOTH GENERALLY AND SPECIFIC TO COVID-19 A BIG HELP TOWARD SMALL BUSINESSES SO, FINGERS CROSSED IF THOSE ELEMENTS IN PARTICULAR, IN LARGE-SCALE REMAIN PARTS OF WHAT IS ULTIMATELY AGREED UPON AND VOTED ON AND SIGNED BY THE PRESIDENT, THAT IS GOOD NEWS IN THE MIDST OF AN INCREDIBLY CHALLENGING WORLD RIGHT NOW THAT WOULD BE GOOD NEWS. I WANT TO GIVE OUR ENTIRE DELEGATION A SHOUT OUT BILL WAS ON WITH ME YESTERDAY ABOUT THIS I WANT TO GIVE EACH OF THEM A SHOUT OUT A PARTICULAR SHOUT OUT TO SENATOR BOB MENENDEZ WHO IS BEEN A BULLDOG AND I DON’T THINK THE MOTOR VEHICLES COMMISSION HAS THE WORD OFFICIALLY. I THINK TRIP PRESIDENT TRUMP MENTIONED THIS LAST NIGHT. WE WERE ONE OF THE FIRST STATES, IF NOT THE FIRST IN AMERICA TO SUGGEST AND ASKED THAT THE REAL ID TIMEFRAME HE PUSHED BACK. IT LOOKS LIKE IT MAY BE HEADED THAT WAY IF THAT IS THE CASE, THAT WOULD BE A GOOD RESULT IT’S NOT THAT WE DON’T THINK WE NEED IT BECAUSE WE DO BUT TO DO THIS IN AN ORDERLY FASHION, I THINK WE WOULD ALL AGREE THAT IT MAKES SENSE IT IS NOT PART OF GOVERNMENT I WANT TO MAKE SURE EVERYONE KNOWS IT’S A 501(C)(3) I WANT TO GIVE A SHOUT OUT TO THE FIRST LADY AND THE BOARD OF DIRECTORS AS WELL AS NEW JERSEY ICONS THAT HAVE STEPPED UP WITH THE NEW JERSEY PANDEMIC RELIEF FUND THAT WAS KICKED OFF THIS MORNING WITH THE LIKES OF JON BON JOVI AND BRUCE SPRINGSTEEN AND CHARLIE BOOTH AND DANNY DeVITO AND STEPHEN COLBERT WITH WHOOPI GOLDBERG AND OTHERS

THAT IS PRETTY GOOD COMPANY NEW JERSEY, POUND FOR POUND, I WILL PUT OUR TALENT AND ICONIC FIGURES UP AGAINST ANY OTHER STATE. AGAIN, IT IS NOT PART OF GOVERNMENT SO I CANNOT PROMOTE IT, BUT I WILL ACKNOWLEDGE IT JUST AS I HAVE ACKNOWLEDGED OTHER PRIVATE-SECTOR PARTIES AND UNIONS. NO OTHER STATE CAN PULL A GROUP LIKE THAT TOGETHER, AS I MENTIONED, ON A MOMENTS NOTICE AND THE LIKES OF RAY CHAMBERS AND NINE WELLS AND OTHERS WHO HAVE CONSISTENTLY BEEN THERE FOR THE STATE OF NEW JERSEY ACROSS BOTH SIDES OF THE AISLE PUTTING AMERICA NEW JERSEY FIRST THERE IS NO OTHER STATE IN AMERICA THAT COULD COME CLOSE BLESS THEM AND EVERYBODY IN THE BROADER VILLAGE HELPING US OUT AT THIS TIME OF GREAT NEED NOW, TO TEST RESULTS THIS IS A SOBERING REPORT GENERALLY FOR ME AND JUDY WILL GIVE YOU THE DETAILS. WE ARE REPORTING TODAY AN ADDITIONAL 846 RESIDENTS TESTING POSITIVE BRINGING THE STATEWIDE TOTAL TO 3675 AGAIN, 846 OUR NEW AND THAT IS A TOTAL OF 3675. I BELIEVE THAT MEANS NEW JERSEY AS THE NUMBER TWO STATE IN THE NATION I WOULD ALSO REMIND EVERYBODY THAT WE HAVE BEEN AGGRESSIVE AND PARTICULARLY OF LATE, IN OUR TESTING REGIME. THAT IS A FACT WE HAVE ALSO LEARNED WITH A HEAVY, HEAVY HEART THAT AN ADDITIONAL 17 COVID-19 RELATED DEATHS GOD REST EACH OF THEIR SOULS WE JOIN THEIR FAMILIES IN MOURNING THESE EXTRAORDINARY LIVES. THIS IS BY FAR OUR LARGEST SINGLE DAY REPORT OF NEW DEBTS IT WASN’T WITH A PARTICULARLY HEAVY HEART THAT WE REPORT THIS TODAY WE HAVE NOW LOST 44 FELLOW NEW JERSEY ENDS IF ANYONE IS LOOKING TO JUSTIFY THE STEPS I HAVE ORDERED, I CAN GIVE YOU 44 OF THOSE REASONS WE HAVE BEEN FULLY EXPECTING THE NUMBER OF POSITIVE CASES TO INCREASE DRAMATICALLY AS OUR SPECIMEN ABILITY INCREASES AND AS THE LABS HAVE INCREASED THEIR SCALE. THESE NUMBERS ARE VITAL. WHILE THEY ARE SOBERING, THEY ARE VITAL TO MAKE THE BEST DECISIONS TO FLATTEN THE CURVE AND FLATTEN THE CURVE AS BEST WE CAN AHEAD OF THE OUTBREAK OUR FEMA PARTNER TESTING SITES ARE OPEN DAILY AND MOORE COUNTY SITES ARE OPEN AGAIN THE FEMA TESTING SITES ARE OPEN ONE AT BERGEN COMMUNITY COLLEGE AND THE SECOND AT THE PNC BANK ARTS CENTER WHICH OPENED YESTERDAY. I WOULD LIKE TO NOTE THAT PASSAIC COUNTY WILL BE OPENING A TESTING SITE TOMORROW FOR COUNTY RESIDENTS. THIS IS SIMILAR TO WHAT UNION COUNTY HAS DONE IT IS THAT WILLIAM PATERSON UNIVERSITY IN WAYNE IT IS ONLY OPEN TO PASSAIC COUNTY RESIDENTS AND YOU MUST HAVE A DOCTOR’S REFERRAL FOR TESTING IF YOU REQUIRE A TEST, PLEASE CALL YOUR HEALTHCARE PRACTITIONER AGAIN, PLEASE ONLY SEEK A TEST IF YOU HAVE SYMPTOMS. WE JUST DO NOT HAVE THE CAPACITY OR CAPABILITY TO TEST THE SO- CALLED WORRIED WELL. WE UNDERSTAND WHY FOLKS WAY MAYBE WORRIED IF YOU DON’T HAVE SYMPTOMS, PLEASE ALLOW THE FOLKS THAT DO HAVE SYMPTOMS TO GET INTO THESE TESTING OPPORTUNITIES FIRST. AS THE NEW SITE IN PASSAIC AND OTHER SITES BECOME ONLINE AND THERE ARE MORE TESTS PROCESSED, WE EXPECT THE NUMBER OF POSITIVE TOTAL TESTS WILL GO UP DRAMATICALLY TO THE MANY, MANY THOUSANDS, AS WE HAVE BEEN PREDICTING JUDY HAS A WINDOW TODAY ON THE NONPOSITIVE TESTS I WILL LET HER GO THROUGH THAT THAT IS SOMETHING THAT FOLKS HAVE BEEN RIGHTFULLY ASKING FOR I GET THE POSITIVES, BUT WHAT DOES THE UNIVERSE LOOK LIKE? WE HAVE AN IMPERFECT FIRST WINDOW INTO AT LEAST WHAT THAT MAY LOOK LIKE LET ME ALSO SAY THIS, WE CANNOT FLIP A LIGHT SWITCH HERE IF WE COULD, WE WOULD’VE DONE IT A LONG TIME AGO. IT TAKES TIME TO SEE THE IMPACTS OF SOCIAL DISTANCING. SO, WHILE WE CANNOT WAIT TO SEE THE NUMBERS PLATEAU AND EVENTUALLY DECREASE, WE DON’T KNOW WHEN THAT WILL BE. WE CONTINUE TAKE EVERY STEP POSSIBLE TO ENSURE

SOCIAL DISTANCING. WE ARE HAVING A MEETING AFTER THIS SESSION, LATER TODAY. OUR FIRST DEEP DISCUSSION ABOUT MODELING AND WHERE THIS IS HEADED. I URGE EVERYBODY AGAIN NOT BE ALARMED BY THE NUMBER OF POSITIVE TESTS THE MORE WE HAVE THE FACTS, THE MORE WE CAN MAKE INFORMED DECISIONS AS OPPOSED TO JUST EDUCATED GUESSES AGAIN, YES, THE NUMBER OF POSITIVES IS BIG AND GETTING BIGGER. IT WILL CONTINUE TO DO SO OVER THE COMING DAYS AGAIN, THEY ARE CRITICAL KNOWING THE DATA AND WE HAVE OUR FIRST WINDOW INTO THE BROADER NONPOSITIVE DATA GETTING OUR ARMS AROUND THAT WILL BE CRITICAL TO WINNING THIS PUBLIC HEALTH BATTLE AGAIN, I URGE EVERYBODY, AND I KNOW THERE IS IMPATIENCE IF I COULD ASK FOR SEVERAL THINGS, ONE IS IMPATIENCE WE GET IT AND WE UNDERSTAND YOUR ANXIETY WE UNDERSTAND WHAT IT IS LIKE BEING COOPED UP AT HOME, BUT WE NEED YOU TO CONTINUE TO STAY AT HOME AND DO THE BASIC STUFF WASH YOUR HANDS WITH SOAP FOR 20 SECONDS. IF YOU GO OUT OF YOUR HOME, PRACTICE SAFE RESPIRATORY HYGIENE AND SOCIAL DISTANCING FRANKLY, IF YOU ARE IN YOUR HOME, PRACTICE SOCIAL DISTANCING I CANNOT STRESS ENOUGH THE NEED FOR SOCIAL DISTANCING WE KNOW IT TAKES UP TO TWO WEEKS FOR PEOPLE TO SHOW SIGNS OF THE ILLNESS SO, NEW CASES TODAY COULD MEAN NEW CASES TWO WEEKS FROM NOW AND SO ON UNLESS, AND THIS IS THE IMPORTANT POINT, THAT WE ALL ACT TODAY TO SLOW ITS SPREAD WE ARE DOING EVERYTHING WE CAN DO WE HAVE A CHART TODAY? YES WE DO. WE ARE DOING EVERYTHING WE CAN TO LESSEN THE AMOUNT OF SICK PEOPLE AND FATALITIES WE ARE SPENDING 24 HOURS SEVEN DAYS A WEEK ON THAT BUT EVEN IF WE HAVE THE SAME NUMBER OF PEOPLE WHO GET INFECTED AND WE FAIL IN OUR EFFORTS TO LOWER THE NUMBER, BY THE WAY, WE WILL NOT FAIL, BUT EVEN IF WE DO, THE VOLUME OF UNDER EACH OF THOSE CURVES IS THE SAME. THE RED CURVE REACH HAVOC THE BLUE CURVE ALLOWS THE HEALTHCARE SYSTEM TO BE ABLE TO DIGEST THE SAME AMOUNT OF CASES IN A MORE MANAGEABLE PERIOD OF TIME AGAIN, FROM DAY ONE, WE’VE HAD TWO CHOICES AND WE HAVE CLEARLY GONE ALL IN ON CHOICE NUMBER TWO CHOICE NUMBER ONE IS TO LET THE VIRUS RUN ITS COURSE ALONG THE RED CURVE WITH ENORMOUS AMOUNTS OF INFECTIONS AND A MEANINGFULLY LARGER NUMBER FATALITIES THEY COULD CREATE ECONOMIC HAVOC OR WE READ RIP THE ECONOMIC BAND-AID OFTEN TAKE THE PAIN UP FRONT AND SHUT THE PLACE DOWN TO ALL AND LEAVING ONLY ESSENTIAL ACTIVITY UP AND RUNNING THAT TO LIMIT THE NUMBER OF FATALITIES AND FOLKS WHO ARE SICK. AS YOU CAN SEE TODAY, WE CANNOT BRING THAT THE TALLY NUMBER 20. ALREADY 44 PRECIOUS LIVES HAVE BEEN LOST IN OUR STATE WE WILL DO WHAT WE CAN TO KEEP A HOLD OF THAT, BUT SADLY THE NUMBER WILL GO UP. THE POSITIVE TEST RESULTS WILL GO UP IT IS PARTLY BECAUSE OF COMMUNITY SPREAD AND A BIG DOSE BECAUSE WE ARE TESTING MORE FOLKS AGAIN, THE SILVER LINING IS THE MORE WE UNDERSTAND THE DATA, THE BETTER EQUIPPED WE WILL BE TO GET AHEAD OF THIS BEFORE WE TURN IT TO CHARITY JUDY. BY THE WAY, IT IS JUST JUDY AND ME TODAY I HOPE THAT IS OKAY. YOU WON’T BE BASHFUL IF THERE IS SOMETHING YOU WANT TO GET OFF YOUR CHEST, I KNOW. WE ARE HEARING TOO MANY REPORTS OF NONRETAIL BUSINESSES WHICH ARE VIOLATING IN FACT AND IN SPIRIT THE ORDER REQUIRING 100% WORK FROM HOME WITH LIMITED EXCEPTIONS SOME BUSINESSES HAVE GONE SO FAR AS TO DEEM ALL EMPLOYEES ESSENTIAL TO FORCE THEM TO REPORT TO WORK OTHERS ARE REFUSING FLAT OUT TO FOLLOW THE ORDER LET ME BE CLEAR, IF I COULD MY EXECUTIVE ORDER IS NOT A POLITE SUGGESTION IT IS AN ORDER. NO ONE, AND I MEAN NO ONE WHO CAN DO THEIR JOB FROM HOME SHOULD BE GOING TO WORK IN AN OFFICE WE MUST HAVE 100% COMPLIANCE THIS IS ABOUT PUBLIC HEALTH AND ABOUT LIVES YOUR EMPLOYEES’ LIVES AND THEIR FAMILIES LIVES AND YOUR LIVES EFFORTS TO COMPLY SHOULD BE DIRECTED AT THE FOLLOWING PHONE NUMBER. I’VE GOTTEN A COUPLE OF THESE DIRECTLY TO ME

YOU CAN CALL SIX 09-967-6817 BEFORE I TURN THINGS OVER TO JUDY, I WANT TO PRAISE THE OVERWHELMING AMOUNT OF NEW JERSEYANS WHO ARE COMPLYING IT IS NOT EASY ON YOU OR ON ANY OF US OR OUR FAMILIES THIS IS AN UNPRECEDENTED TIME FOR OUR STATE WE ARE UNEQUIVOCALLY GOING TO GET THROUGH THIS WE WILL GET THIS THROUGH TOGETHER AS ONE NEW JERSEY FAMILY STRONGER THAN BEFORE WITH THAT, HELP ME WELCOME THE COMMISSIONER OF THE DEPARTMENT OF HEALTH, PEPCO NINE GOOD AFTERNOON . AS THE GOVERNOR STATED, THE NUMBER OF CASES OF COVID-19 CONTINUES TO RISE AND RISE QUICKLY AS OF 8:00 A.M , THIS MORNING, NEW JERSEY HAS THE SECOND HIGHEST NUMBER OF CASES IN THE NATION WITH THE ONGOING SPREAD OF COVID-19. STRICT ENFORCEMENT OF INITIATIVES HAVE LED TO DECREASES. IN SOUTH KOREA, THEY VIEWED SOCIAL DISTANCING AS THE FIRST METHOD OF PROTECTION RESIDENTS STAYED HOME BECAUSE THEY RECOGNIZED IT WAS THE RIGHT THING TO DO TO PROTECT THEIR COMMUNITIES DUE TO THE RELATIVELY HIGH TRANSMISSIBILITY OF THE VIRUS, THE IMPACT OF SOCIAL DISTANCING AND THE POTENTIAL DELAY OF THE PEAK IS LIKELY TO DEPEND ON THE EARLY MEASURES THAT THE GOVERNOR HAS PUT INTO PLACE ACCORDING TO THE STUDY BY THE EUROPEANS, THAT IS EXACTLY WHAT YOU MUST DO. THIS REINFORCES OUR STANCE THAT AGGRESSIVE SOCIAL DISTANCING CAN HAVE SIMILAR EFFECTS IN NEW JERSEY WE DON’T EXPECT TO PREVENT EVERY CASE, BUT WE ARE TRYING TO LIMIT AND SPREAD OUT THE NUMBER OF NEW CASES. SIMILAR TO WHAT HAS BEEN SEEN ACROSS THE U.S., WE HAVE SEEN A SIGNIFICANT NUMBER OF CASES UNDER THE AGE OF 65 ABOUT 35% OF OUR CASES ARE BETWEEN THE AGES OF 30 AND 49 APPROXIMATELY 24% OF OUR OF THOSE INDIVIDUALS HAVE BEEN HOSPITALIZED THIS IS JUST A REMINDER TO YOUNGER INDIVIDUALS THAT THEY ARE NOT IMMUNE FROM COVID-19 THEY ALSO NEED TO TAKE STEPS TO REDUCE THE RISK OF EXPOSURE AS ALWAYS, AND AS I’VE STATED PREVIOUSLY, WE CONTINUE TO REMAIN CONCERNED ABOUT OUR MOST VULNERABLE POPULATIONS AND WE ARE WORKING REGULARLY WITH OUR PARTNERS IN NURSING HOMES AND OTHER LONG-TERM CARE FACILITIES TO TRY TO MINIMIZE THE IMPACT THAT THIS VIRUS CAN HAVE ON OUR ELDERLY AS OF THIS MORNING, WE HAVE HAD AT LEAST ONE CONFIRMED CASE IN 19 OF OUR LONG-TERM CARE FACILITIES THIS CAUSES CONCERN. MANY NURSING HOMES WITH CONFIRMED CASES ARE IN COUNTIES WHERE WE GENERALLY HAVE LARGE NUMBERS OF CASES SUCH AS ESSEX, MIDDLESEX AND MORRIS. WE KNOW THAT AS CASES CONTINUE TO RISE THAT OUR HOSPITALS WILL BE CARING FOR PATIENTS WITH COVID-19 THE DEPARTMENT IS MODELING FOR THIS ANTICIPATED NEED TO HAVE THE BED CAPACITY REQUIRED TO GIVE THESE PATIENTS THE CARE THEY DESERVE WE EXPECT TO HAVE MORE TO SAY ON THIS MODELING LATER IN THE WEEK AS THE GOVERNOR SAID, WE ARE SAD TO REPORT WE HAVE HAD 17 NEW DEATHS THERE ARE TWO CASES IN HUDSON AND ONE EACH IN MOMMA, CAMDEN AND PASSAIC COUNTIES NINE TOTAL DEATHS ARE ASSOCIATED WITH LONG-TERM CARE FACILITIES. WE CONTINUE TO MONITOR PATIENTS WITH POSITIVE RESULTS IN ALL OF OUR LONG-TERM CARE FACILITIES. THESE ARE OUR MOST VULNERABLE POPULATIONS TODAY WE WORK WITH THE

LEADERSHIP OF THE SAINT JOE’S FACILITY IN WOODBRIDGE WITH THE MOVEMENT OF RESIDENTS TO ANOTHER FACILITY, THIS MAY RESULT, UNFORTUNATELY AND ULTIMATELY IN THE CLOSURE OF THAT FACILITY A FACILITY THAT IS CARED FOR THE MOST VULNERABLE POPULATION IN WOODBRIDGE AND THE SURROUNDING AREA FOR DECADES THIS IS A RESULT. THEY HAVE RESIDENTS WHO HAVE TESTED POSITIVE FOR COVID-19 WE HAVE BEEN MONITORING THE ORGANIZATION SINCE FRIDAY EVENING AND WE HAVE BEEN WORKING WITH THE SISTERS THAT OWN AND TAKE CARE OF RESIDENTS FOR AN ORDERLY TRANSITION TODAY, WE ARE ANNOUNCING 846 NEW CASES FOR A TOTAL CASES OVER 4600 THE BREAKDOWN OF NEW CASES IS AS FOLLOWS BERGEN AT 61. BURLINGTON 7 CAMDEN, 16 CAPE MAY 1, CUMBERLAND 1, ESSEX 63, GLOUCESTER 6, HUDSON 38, HUNTINGTON, 7, MERCER 8, MIDDLESEX 62, MONMOUTH 53, MORRIS, 28. OCEAN, 36, PASSAIC, 63, SOMERSET 31, SUSSEX 3, UNION 43, WARREN, 3. WE ARE STILL GATHERING MORE DETAILS ON THESE CASES AND 316 ADDITIONAL CASES THERE ARE QUESTIONS REGARDING THE POSITIVITY RATE OF THE TEST THE PERCENTAGE OF POSITIVES COMPARED TO THE TOTAL NUMBER OF LAB TESTS CONFIRMED THERE ARE SEVEN LABORATORIES SENDING US COVID-19 RESULTS THERE WERE MORE THAN 12,000 TESTS PERFORMED ON RESIDENTS OF NEW JERSEY OF WHICH APPROXIMATELY 3600 HAVE TESTED POSITIVE. THE OVERALL POSITIVITY RATE IS 27%. THAT IS AN IMPORTANT RATE. IT TELLS US HOW MANY TESTS WE HAVE PERFORMED AND HOW MANY HAVE TESTED POSITIVE. THAT WILL HELP US IN OUR PREDICTIVE MODELING OF THE TYPE OF CARE THAT THESE INDIVIDUALS REQUIRE IT ALSO MEANS THE MAJORITY OF THE RESULTS HAVE BEEN MAGGOT IF WE REMIND PEOPLE WHO TEST NEGATIVE AND HAVE SYMPTOMS THAT IT IS IMPORTANT FOR THEM TO STILL STAY AT HOME WHILE YOU ARE SICK. IT MIGHT MEAN YOU HAVE BEEN INFECTED WITH ANOTHER RESPIRATORY VIRUS WE ARE WORKING AROUND THE CLOCK IN THE PUBLIC HEALTH AND EMERGENCY PREPAREDNESS AND RESPONSE TEAMS WE ARE WORKING TO RESPOND TO THE NEEDS OF THE RESIDENTS OF NEW JERSEY WE WILL GET THROUGH THIS, BUT WE HAVE TO WORK TOGETHER THANK YOU THANK YOU MAY I COME IN BEHIND YOU WITH A COUPLE OF QUESTIONS WE HAVE HAD POSITIVES IN 19 LONG-TERM HEALTHCARE FACILITIES IN THE STATE FOR FOLKS WATCHING, I BELIEVE THE DENOMINATOR IS AT 375, IS THAT RIGHT? OKAY, SO THAT’S ABOUT 5% OF THE TOTAL YES SECONDLY, IS IT FAIR TO SAY, AND DOCTOR, I WOULD LOVE FOR YOU TO DISAGREE WITH ME HERE THAT THE GETTING THE NEGATIVES FOR THE FIRST TIME WITH A WINDOW ON THE NEGATIVES IN ADDITION TO THE PURE MATH, BY DEFINITION, THANKS TO WHAT WE HAVE EXERCISED AND THE RULES OF THE ROAD, THE OVERWHELMING AMOUNT OF FOLKS WHO HAVE BEEN TESTED HAVE BEEN SYMPTOMATIC? BECAUSE THAT’S WHAT WE HAVE BEEN PREACHING? YES, WE HAVE BEEN FOLLOWING THOSE WHO ARE SYMPTOMATIC ANOTHER GOOD PIECE OF NEWS IS THAT THE ASYMPTOMATIC FOLKS ARE NOT PART OF THAT. AND THEN TO REPEAT THE HEALTH WARNING FOR THOSE WHO TESTED NEGATIVE, YOU ARE NOT SUPERMAN. YOU HAVE TO MAKE SURE YOU ARE NOT CONTAGIOUS REGARDLESS OF WHAT IT IS YOU HAVE BE SMART, IS THAT FAIR TO SAY? RIGHT

AND ONE LAST COMMENT DOCTOR, DO YOU HAVE ONE MORE COMMENT? TWO PEOPLE I SHOULD NEVER DISAGREE WITH ARE MY WIFE AND MY BOSS AND MY BOSSES BOSS CERTAINLY WE ARE DISCOURAGING PEOPLE TO SKIP TESTING WE KNOW THERE ARE PEOPLE WITH MILD SYMPTOMS AND WE ARE AN ALLERGY SEASON AND SOMETIMES PEOPLE SNEEZE TWICE AND GET TESTED AS WELL. WE ARE TRYING TO RESERVE TESTING FOR PEOPLE WITH SYMPTOMS AND FOR THE TOTAL CASES IN THE COUNTIES, BERGEN CONTINUES TO BE THE HIGHEST NUMBER WITH A TOTAL OF 3675 THE SECOND IS ASIK AT 342. BY THE WAY, THEY ARE THE MOST POPULOUS COUNTIES IN NEW JERSEY AND IT IS NOT SHOCKING THE BERGEN NUMBER TENDS TO BE THE SECOND PLACE COUNTY WHICH IS ESSEX. MONMOUTH IS NEXT TO 288. MIDDLESEX AT 277. NOW, UNION IS THE FIFTH HIGHEST AT 246 THE OTHER COUNTY OBSERVATION I WANTED TO MAKE YOU AWARE OF IS THIS IS THE FIRST OVERNIGHT REPORT I CAN RECALL. IT IS THE FIRST WHERE THE NUMBER OF NEW CASES WAS NOT LED BY BERGEN YOU HAVE BERGEN AT 61 AND ESSEX AT 63 MIDDLESEX AT 62 AND PASSAIC AS 63. SO, THAT IS GOOD NEWS AND BAD NEWS. THERE IS PROBABLY SOME ELEMENT OF COMMUNITY SPREAD AND SOME REALITY, AS I SAID ALREADY, THAT A LOT MORE PEOPLE ARE GETTING TESTED I DON’T WANT TO POUND THE SAME, THANK YOU DIRTY FOR EVERYTHING AND MOST IMPORTANTLY FOR YOUR TIRELESS AND EXEMPLARY LEADERSHIP I DON’T WANT TO BEAT THE SAME DRUG. WE ARE GOING LEFT TO RIGHT AND YOU ARE ON DECK, SIR STAGE LEFT TO STAGE RIGHT, BY THE WAY. WE ARE GOING TO COME THIS WAY MY APOLOGIES AS A FORMER ACTOR WE ARE AT WAR AND THERE IS NO QUESTION LET’S REMEMBER THE INGREDIENTS TO WIN WORLD WAR II. IT WASN’T THAT WE PANICKED WE WERE SMART AND WORKED OUR TAILS OFF AND WE WERE PROACTIVE AND AGGRESSIVE WE HAD COURAGE THOSE ARE THE ELEMENTS THAT ARE GOING TO LIKEWISE GET US THROUGH THIS WE WILL, UNEQUIVOCALLY GET THROUGH THIS AS ONE FAMILY UNITED AND STRONGER THAN EVER BEFORE DANTE COLUCCI ON THE MICROPHONE WE WILL START OVER HERE I AM NOT HEARING ANY AMPLIFICATION I AM WITH THE CARDINAL EAGLE, HAVE WE SEEN DECLINE ACROSS THE STATE? A REDUCTION IN CRIME? WE HAVE SEEN A 25% REDUCTION IN CRIME AS COMPARED TO LAST YEAR AND AN 18% REDUCTION IN SHOOTINGS BRENT? I DIDN’T SEE YOU, I APOLOGIZE I KNOW THERE WAS TALK ABOUT HOTELS USED FOR QUARANTINE, YOU KNOW WHAT THAT WOULD LOOK LIKE AND IS IT GOING TO HAPPEN? AND I HAVE ONE MORE QUESTION GO AHEAD BASED ON WHAT THE PRESIDENT HAS SAID ABOUT REOPENING THE ECONOMY, CAN HE DO ANYTHING TO LIFT WHAT IS GOING ON IN THE STATE? BECAUSE BUSINESS IS TO BE REOPENED WITH FEDERAL AUTHORITY? AND THREE, THERE HAVE BEEN DISCUSSIONS ABOUT PEOPLE DYING BEFORE GETTING THEIR POSITIVE TEST BACK ABOUT COVID-19. HOW IS THAT BEING HANDLED? OUR NUMBERS OFF A LITTLE BIT BECAUSE OF THAT? DO YOU HAVE A SLIDESHOW? I’M GOING TO HAVE PAT ADDRESS HOTELS AND JUDY WILL TALK ABOUT FOLKS PASSING BEFORE THEY GET THEIR TEST RESULTS. I WOULD SAY THE PRESIDENT HAS THE BIGGEST BULLY PULPIT IN THE WORLD AND IF THE PRESIDENT SAYS X, IT HAS A HUGE IMPACT TO THE BEST OF MY KNOWLEDGE, OTHER THAN EXERCISING THE FEDERAL PURSE STRINGS, THAT IS NOT NECESSARILY TRANSLATED INTO DIRECT ACTION BUT, THERE IS A MORAL PERSUASION ASSOCIATED WITH THE PRESIDENT OF THE UNITED STATES THAT IS UNLIKE ANY OTHER OFFICE IN THE WORLD I WOULD THINK, AND I SPOKE TO HIM YESTERDAY AND HE MADE THE POINT THAT HE HAS MADE PUBLIC IN THE PAST NUMBER OF DAYS HE DOESN’T WANT THE CURE TO BE WORSE THAN THE DISEASE AND I DON’T THINK ANY OF US DO I THINK THERE IS A RESPONSIBLE WAY TO GO ABOUT THAT ONE OF THE HUGE LEVERS TO GET

THAT DONE IS THE ACTION THAT GOD WILLING DATA CONGRESS IS TAKING TODAY IF IT STAYS IN THE NEIGHBORHOOD THAT I WAS READ INTO BY SENATORS MENENDEZ AND BOOKER, COMING INTO YEAR. IF IT STAYS IN THAT NEIGHBORHOOD, THAT’S A HUGE JOLT TO THE ECONOMY THAT WILL ALLOW US BOTH TO FUND THE AGGRESSIVE HEALTHCARE STEPS THAT WE NEED WITH THE PPE AND THE HEALTHCARE WORKERS IN THE HOSPITAL SUPPORT AS WELL AS THE HUGE DOSE OF — MARK, IT WAS GOOD TO SEE THAT GOING TO YOUR ARM THERE THAT WAS GOOD AS WELL AS A HUGE DOSE OF SMALL BUSINESS AND UNEMPLOYED INSURANCE AND STATE AID AND TRANSIT AID THAT GOES DIRECTLY TO THE ECONOMY PAT, ANY COMMENTS? BY THE WAY, THE ARMY CORPS AND THE NAVY ARE WITH US WE HAVE FOLKS EMBEDDED UP THE ROCK MORNING, NOON AND NIGHT TO FOLLOW UP ON THAT, THE FACT THAT FEMA DESIGNATED A COORDINATING OFFICER AND I MET HIM THIS MORNING IT IS GOOD THAT THERE IS A DESIGNATION OF THAT TYPE AND WE TRUSTED WILLIE TO THE DECLARATION YOU SPOKE OF, GOVERNOR AS FAR AS HOTELS, EVERYTHING IS ON THE TABLE THEY ARE IN THE BULL POLLEN BULLPEN AS WELL AS COLLEGE DORMS AND THIS IS A BODY THAT IS PASSED AWAY AND NOT FROM THE HEALTH WORLD EVEN WHILE WE ARE TRYING TO ALLOW FAMILIES TO ADHERE TO THEIR RELIGIOUS CEREMONIES AND HAVE THAT DONE IN A TIMELY FASHION, IN THIS PARTICULAR INCIDENTS, IT WAS A JEWISH VICTIM AND WE ARE STRUGGLING TO MAKE SURE THE TESTS GET DONE SO WE CAN OFFER FAMILIES THE SUPPORT AND ALLOW THEM TO SEND THEIR LOVED ONE UP AS WE SHOULD ACCORDING TO RELIGIOUS OBSERVANCES FAITH LEADERS OF ALL FAITHS HAVE BEEN EXTRAORDINARY I HAD A CONVERSATION LAST NIGHT THERE RESPONSE WAS OVERWHELMING. RETURNING THAT MEETING THAT WITH THE SAME LEVEL OF RESPONSIBILITY AND CARE AND SENSITIVITY, I TAKE MY HOT HAT OFF TO YOU JUDY, THE SAD REALITY OF FOLKS WHO MAY PASS BEFORE THEY GET TESTS BACK AS WELL AS COMMENTS ON DORM ROOMS AND HOTELS AS WELL WE DO HAVE THEM IN RESERVE, AS THE COLONEL SAID. THEY WOULD BE FOR SYMPTOMATIC INDIVIDUALS WHO HAVE TESTED POSITIVE WITH MODERATE SYMPTOMS THAT ARE LIVING IN CLOSE QUARTERS AT HOME AND SHOULD ISOLATE BUT PERHAPS CANNOT BECAUSE OF THE LIVING SITUATION. SO, THEY WOULD BE HOUSED IN A HOTEL OR A DORMITORY. IT WOULD ALSO BE FOR THE VULNERABLE POPULATIONS, THOSE LIVING IN SHELTERS, PRIMARILY THE HOMELESS POPULATION THAT ALSO NEED TO ISOLATE AND THEY DO NOT HAVE A RESIDENCE TO GO TO OR, IT COULD BE A PATIENT ADMITTED TO THE HOSPITAL AND UNDER OBSERVATION AND THEY TEST POSITIVE AND THEY NEED TO ISOLATE FOR A SHORT PERIOD OF TIME AFTER THEIR HOSPITAL STAY IT WOULD BE DEEMED A SAFER ENVIRONMENT NOT ONLY FOR THAT INDIVIDUAL, BUT FOR THEIR FAMILY OR THEIR PARTNERS AND LOVED ONES WE HAVE A GREAT RESPONSE FROM A NUMBER OF CHAIN HOTELS OFFERING UP THEIR RESIDENCES ON THOSE WHO HAVE PASSED THAT COULD BE COVID-19. BECAUSE IT IS DISPROPORTIONATELY HITTING THE VULNERABLE ELDERLY POPULATION, WE SUSPECT THERE ARE INDIVIDUALS THAT ARE IN THE LAST STAGES OF LIFE THAT HAVE PASSED WHERE THEIR PRIMARY DIAGNOSIS IS NOT COVID-19 THE PRIMARY DIAGNOSIS COULD BE CONGESTIVE HEART FAILURE OR CHRONIC OBSTRUCTIVE LUNG DISEASE , MORE NATURAL CAUSES AND A COULD HAVE BEEN TESTED FOR COVID-19 WE DON’T BELIEVE IT WILL DISPROPORTIONATELY HAVE ANY IMPACT ON OUR STATISTICS A COUPLE OF QUICK ADD-ONS JOHN TAYLOR REMINDED ME OF A

HOTEL THAT HAS CHANGED NAMES AND LOGOS OVER THE YEARS IN TRENTON, THAT IS ANOTHER PLACE WE’RE TALKING ABOUT FOR THE HOMELESS AND LOW SYMPTOMATIC AND WITH THE WOODBRIDGE REALITY THAT YOU MENTIONED, JUDY, IN MANY CASES THOSE ARE END-OF- LIFE PATIENTS TO BEGIN WITH, TO THE POINT YOU JUST RAISED ABSOLUTELY, THEY TAKE CARE OF A LOT OF HOSPICE PATIENTS THE SISTERS, BLESS THEIR HEARTS, OVER THE DECADES HAVE BEEN EXTRAORDINARY AND TAKING PEOPLE HOME FOR THEIR FINAL JOURNEY AND PAT, WITH THE TROOPERS TESTING POSITIVE, WHAT DOES THAT LOOK LIKE? JUST BEFORE I WALKED IN, ANOTHER TROOPER IS POSITIVE AND THAT IS FOUR AS WELL AS TWO RECRUITS THAT ARE TRADING FROM HOME YES, SIR? I DIDN’T SEE YOU BACK THERE THANK YOU VERY MUCH GOVERNOR, CAN YOU SAY THAT THE TOWN OR THE COUNTY THAT THE WEGMANS IS IN? THAT IS MONMOUTH COUNTY COMMISSIONER, AND CAN YOU TELL US MORE ABOUT SAINT JOE’S? I THINK YOU SAID IT WAS SAINT JOE’S WHICH IS THE NURSING HOME IT’S NOT A HOSPICE BUT LONG- TERM CARE? CORRECT CAN YOU TELL US MORE ABOUT WHY YOU WOULD CLOSE IT DOWN AT THIS POINT? AND FOR BOTH OF THE EXPERTS, THE CURE WORSE THAN THE DISEASE, WHEN DO YOU THINK AS EXPERTS IN THIS FIELD THAT WE SHOULD BE ALLOWING PEOPLE TO GO BACK TO REGULAR JOBS AS OPPOSED TO NONESSENTIAL JOBS? IS IT TWO WEEKS OR THREE WEEKS OR TWO MONTHS, WHEN IT IS GONE? CAN YOU ADDRESS THAT PLEASE WHEN YOU SAID EXPERTS, YOU ARE NOT REFERRING TO CALLAHAN AND MURPHY? MORE COLOR ON SAINT JOE’S, JUDY, IF YOU DON’T MIND THE SISTERS CALLED US ON FRIDAY AND 12 OF THEIR EMPLOYEES WERE HOME FEELING ILL WITH RESPIRATORY SYMPTOMS ADDITIONALLY, THEY HAVE ABOUT 89 RESIDENTS BETWEEN THEIR LONG- TERM CARE SECTION AND THEIR ASSISTED-LIVING SECTION I DON’T HAVE THE NUMBERS, BUT A NUMBER OF THEM WERE NOT FEELING WELL EXHIBITING RESPIRATORY SYMPTOMS I THINK THREE OF THE RESIDENTS HAD BEEN ADMITTED TO THE HOSPITAL AND TESTED FOR COVID-19 BECAUSE OF THE INDIVIDUALS, THE EMPLOYEES DID NOT COME INTO WORK ON THE SISTERS WERE WORKING AROUND THE CLOCK TO TAKE CARE OF ALMOST 90 RESIDENTS I DON’T KNOW HOW MANY WERE THERE, BUT WHEN THEY CALLED US, I COULD TELL YOU WAS IT EXTREMELY STRESSFUL I CAN TELL YOU THE COLLABORATION WAS EXTRAORDINARY THEY WERE ABLE TO GET NURSES AND AIDES TO GO IN OVER THE WEEKEND, BUT IT WAS REALLY THE SISTERS THAT CALLED US AND SAID , WE DON’T THINK WE CAN CONTINUE THIS WITH THE EMPLOYEES THAT ARE ILL. IF THEY ARE IN QUARANTINE NOW FOR 14 DAYS AND THE INABILITY TO GET THE ADEQUATE STAFF TO GET THE RESIDENTS THE CARE THEY REQUIRE AND DESERVE WOULD YOU HELP US FIND PLACES FOR THE RESIDENTS TO BE PLACED? THAT’S WHY I SAID THE ULTIMATE RESULT MAY BE CLOSURE. IT IS NOT SOMETHING WE WILL BE MANDATING, BUT WE WILL WORK WITH THE SISTERS FOR AN ORDERLY TRANSITION AND CONTINUE TO WORK WITH THEM ON PERHAPS CLOSURE AND A QUESTION OF HOW MUCH? I’M GOING TO LET THE DOCTOR ANSWER THAT WE ARE HAVING OUR FIRST INTENSIVE MODELING DISCUSSION AFTER THIS AND WE WILL HAVE MORE IN THE COMING DAYS DOCTOR LET ME START BY SAYING THAT REASONABLE PEOPLE CAN CERTAINLY DISAGREE ON THE COUNTERBALANCING AND THE ECONOMIC IMPACT AND THE SOCIAL DISRUPTION VERSUS THE POTENTIAL SAVING OF HUMAN LIFE CERTAINLY, AS A PHYSICIAN, I WILL COME DOWN MORE ON THE SAVING OF HUMAN LIFE BEING A MORE IMPORTANT ASPECT I AM CERTAINLY WELL AWARE OF THE TREMENDOUS AMOUNTS OF DISRUPTION THAT IS ECONOMIC AND OTHERWISE GOING ON IN THE STATE RIGHT NOW. I AM GRATEFUL THE STATE IS GOING AHEAD AND DOING THOSE SORTS OF THINGS

I THINK IT IS IMPORTANT TO SAVE AS MANY LIVES AS WE CAN IN THIS SITUATION AS TO HOW LONG, THE COMMISSIONER SAID WE ARE UNDERGOING MODELING TO HELP GIVE US A BETTER IDEA. SINCE WE DON’T KNOW FOR SURE HOW EFFECTIVE THE MEASURES WE ARE TAKING NOW ARE, WE HAVE TO WAIT AND SEE. WE HAVE TO SEE THE DATA COMING IN AND WHAT IS HAPPENING WITH THE HOSPITALS AND WHETHER THEY ARE GETTING OVERWHELMED OR MAINTAINING THE FLOW. AT THIS POINT, I CAN’T SAY ANYTHING BETTER THAN THAT, WE HAVE TO WAIT AND SEE. WHAT WE SEE NOW IN THESE NUMBERS ARE NOT WHAT IS HAPPENING NOW, BUT WHAT WAS HAPPENING 10 DAYS AGO WE ARE SEEING PEOPLE THAT WERE INFECTED ROUGHLY 10 DAYS OR SO AGO. WE HAVE YET TO SEE WHAT WE WILL SEE WHAT THE RESPONSE IS ALREADY TAKEN THANK YOU DOCTOR. I REMIND EVERYONE THAT WE WENT TO THE MOST AGGRESSIVE SOCIAL DISTANCING POSTURE ON SATURDAY HERE WE ARE ON TUESDAY. IF YOU DO THE MATH AND PLUG IN 10-14 DAYS FROM SATURDAY, I DON’T KNOW THAT IT MAKES A LOT OF SENSE TRYING TO INTERPRET THE DATA BETWEEN NOW AND THEN BECAUSE WE JUST DON’T KNOW. I , AS A NONEXPERT WOULD SAY THAT AND FROM A POINT OF PERSONAL PRIVILEGE, COMMISSIONER, I WOULD LIKE TO GIVE A SHOUT OUT TO CARE ONE. I SPOKE TO LIZZIE STRAUSS YESTERDAY SAINT JOE’S, JUDY MENTIONED THIS STARTED TO UNFOLD FRIDAY NIGHT AND IT WAS A BATTLE OVER THE WEEKEND WE DISCUSSED IT PRIVATELY YESTERDAY AND IT HAS CLEARLY COME TO A BOIL NOW. CERTAIN FACILITIES, AS USUAL, IT’S NEW JERSEY. WE PULLED TOGETHER AND I WANT TO GIVE CARE ONE A SHOUT OUT, IF THAT’S OKAY WITH YOU GOVERNOR, JUST A COUPLE OF QUESTIONS ONE IS ON THE FEDERALLY RUN HOSPITALS COMING TO NEW JERSEY RIGHT NOW. CAN YOU GIVE US AN IDEA OF HOW THOSE WILL WORK? WHO WILL STAFF THEM GIVEN THE STAFFING LEVELS AT EXISTING HOSPITALS AND THE SUPPLIES FOR THOSE? HOW WOULD SOMEONE GET TO A FIELD HOSPITAL VERSUS ONE OF THE HOSPITALS WE ALREADY HAVE? IS THERE ANYTHING ELSE? YES, I HAVE ANOTHER QUESTION WE ARE TELLING THE STORY OF A 25-YEAR-OLD WHO WAS AIRLIFTED OUT OF STATE. HIS MOM’S BEEN SPEAKING TO THE MEDIA AND SHE IS EXPRESSING ROADBLOCKS THAT SHE IS HITTING TRYING TO GET HER SON TREATMENT I’M GOING TO BUTCHER THE NAME OF THE DRUG WHICH IS AN ANTIVIRAL. THE DEMAND FOR THE DRUG IS OVERWHELMING RIGHT NOW AND I AM WONDERING WHAT THE STATE IS DOING BEHIND THE SCENES? I KNOW YOU HAVE BEEN TALKING A TON ABOUT GETTING MORE SUPPLIES AND VENTILATORS. IS THERE ANYTHING YOU CAN DO IN TERMS OF SPEEDING UP PRODUCTION OF THIS OR OTHER TREATMENT? IS THAT IT? YES FOR NOW, LET ME DO THE HOSPITALS AND THE EXPERTS NEED TO WEIGH IN THERE ARE FOUR HOSPITALS OF 250 BEDS EACH THIS WILL BE A BIG STORY OF DISPLACEMENT FROM CURRENTLY OCCUPIED CRITICAL CARE BEDS TO THE OTHER HOSPITALS. THE SPEED AT WHICH THIS IS HAPPENING IS APPARENTLY UNPRECEDENTED AND I WANT TO GIVE THE PRESIDENT AND FEMA A HUGE SHOUT OUT I WILL LEAVE THE DETAILS BEYOND THAT TO THE EXPERTS I DON’T WANT TO GET INTO THE DETAILS OF ANY PARTICULAR PERSON’S SITUATION, BUT MY FAMILY BECAME AWARE OF THIS OVER THE PAST COUPLE OF DAYS WITH THIS PARTICULAR PERSON AND I GOT INVOLVED PERSONALLY LAST EVENING THIS GUY IS AN INCREDIBLE GUY AND ATHLETE WHO COULD BLAME HIS MOM FOR SCREAMING OUT ON BEHALF OF HER SON? BEYOND THAT, I LEAVE IT THERE I WILL NEVER BE SMART ENOUGH TO KNOW IF THAT DRUG IS EFFICACIOUS WITH THIS CURRENT VIRUS THAT’S NOT WHAT I AM SAYING, I AM JUST SAYING IN THAT PARTICULAR CASE, I WILL LEAVE IT TO THE EXPERTS JUDY AND PAT, COULD YOU COMMENT ON THE FIELD HOSPITALS? EACH HOSPITAL WILL BE 250 BEDS WE HAVE IDENTIFIED THE SUPPLIES WE NEED FOR THE HOSPITAL WE HAVE IDENTIFIED THE NUMBER OF STAFF AND NURSES AND PHARMACISTS AND AIDES WE HAVE SEPARATED THE STATE INTO TWO THREE SESSIONS. NORTH, CENTRAL AND SOUTH WE HAVE INVITED THE LEVEL I

TRAUMA CENTERS TO BE THE COORDINATING ENTITIES OF NORTH, CENTRAL AND SOUTH. THAT DOES NOT MEAN THEY WILL BE PERSONALLY RUNNING THOSE HOSPITALS AND THAT HAS YET TO BE DETERMINED AS YOU MENTIONED, STAFF IS DIFFICULTY RIGHT NOW WE, ALONG WITH INDIVIDUALS AT THE ROCK AND AGENCIES THAT WE HAVE CONTRACTS WITH AND THE NURSES THAT ARE CALLING UP EVERY DAY AND VOLUNTEERING. WE ARE KEEPING LISTS OF NAMES AND WE WILL BE PUTTING TOGETHER A CENTRALIZED AND COORDINATED STAFFING AGENCY, FOR THE LACK OF A BETTER TERM WE ARE GETTING APPROVALS THROUGH HIGHER EDUCATION TO CALL UP STUDENT NURSES WHO ARE IN THEIR LAST SEMESTERS THIS WILL FULFILL THEIR CLINICAL REQUIREMENTS FOR GRADUATION SO, THE STAFFING IS YET TO BE DETERMINED, BUT WE HAVE A PLAN WE HAVE A PLAN FOR WHAT WE NEED TO DO TO STAND UP THESE FOUR FIELD HOSPITALS. WE HAVE A PLAN TO PROMOTE COLLABORATION REGIONALLY THROUGHOUT THE STATE THROUGH THE LEVEL I TRAUMA CENTERS WHO ALSO HAVE TRANSPORT LAST EVENING I WAS ON THE PHONE WITH THE HOSPITAL ASSOCIATION AND ALL OF THE CEOS AND WE HAVE A PLAN TO MOVE AND INCREASE THE CRITICAL CARE COMPLEMENT IN EVERY HOSPITAL IT IS A CONTINUUM OF CRITICAL CARE TO STEP DOWN THE STEP DOWN UNITS WILL BECOME CRITICAL CARE UNITS THE MEDICAL SURGICAL UNITS WILL LIKELY BE FILLED OR VERY FULL OTHER PATIENTS WILL THEN GO TO THE FIELD HOSPITALS. WE HAVE LOOKED AT THE WHOLE CONTINUUM AND THE HOSPITALS ARE RIGHT NOW AGGRESSIVELY OPENING UP EVERY SINGLE BED THEY HAVE. WE HAVE A NUMBER OF HOSPITALS THAT HAVE COME FORWARD AND THEY HAVE SAID , I WILL CLEAR OUT MY HOSPITAL, TOTALLY AND BE AVAILABLE TO TREAT PATIENTS THAT HAVE COVID- 19. WE HOPE THAT BY THE BEGINNING OF NEXT WEEK THAT WE WILL HAVE A COMPLETE PLAN THAT WE WILL BE ABLE TO SHARE WITH ALL OF YOU JUDY, THANK YOU AND TO REPEAT THE LOCATION IT WILL BE MADELEINES, EDISON AT ATLANTIC CITY AND THE FOURTH TO BE DETERMINED. IT WILL LIVE IN WALL TOWNSHIP UNTIL IT IS DEPLOYED MARK ESSENTIALLY IS IT ABOUT CHILDCARE. THERE SEEMS TO BE A PROBLEM WITH STAFF CALLING OUT AND THERE IS NO ONE TO TAKE CARE OF THE KIDS TO FLATTEN THE CURVE, SHOULD NEW JERSEY SHOP THE CHILDCARE PROGRAMS? MASSACHUSETTS AND OHIO HAVE DONE THIS. SHOULD FUNDING BE PROVIDED FOR CHILD CARE SUBSIDIES DUE TO THIS SITUATION? AND FOR THE CHILDREN OF THE ESSENTIAL PERSONNEL AT CHILDCARE CENTERS, SHOULD THEY HAVE EQUAL ACCESS TO CARE? THERE IS BEEN HINTING FROM YOU AND THE COMMISSIONER THAT YOU WOULD TAKE MEASURES IN THIS REGARD MEANWHILE, DHS SEEMS TO BE RAMPING UP SUPPORT FOR DAY DAY CARE CENTERS AGAIN, SHOULD THEY BE SHUT DOWN? WHO IS RUNNING THIS POTENTIAL POLICY? I WILL GIVE YOU MY VIEW AND JUDY, YOU SHOULD WEIGH IN, AS USUAL THE SENATOR HAS BEEN GOOD ABOUT THIS AND HE AND I SPOKE ON SATURDAY NIGHT HE AND HIS TEAM HAVE BEEN WORKING WITH OUR TEAM I’VE BEEN ASKED THIS QUESTION A NUMBER OF TIMES. WHEN YOU PUT INTO PLACE THE STEPS THAT WE HAVE PUT INTO PLACE WHICH ARE AS AGGRESSIVE AS ANY STATE IN AMERICA, WE HAVE TO BE MINDFUL OF THE FACT THAT WE ARE TRYING NOT TO TILT THE MACHINE SO MUCH THAT IT FALLS OFF OF THE TRACKS IN PARTICULAR WHEN YOU HAVE FIRST RESPONDERS IN HEALTHCARE WORKERS WHO NOW HAVE THEIR KIDS AT HOME FOR AN EXTENDED PERIOD OF TIME YOU KNOW, YOU ARE IN A PROVERBIAL BETWEEN A ROCK AND A HARD PLACE I HAVE TO SAY THAT OVER THE PAST NUMBER OF DAYS, ASSUMING THAT I CAN, AND I WILL SPEAK FOR MYSELF AND THIS IS NOT OFFICIAL BUT ASSUMING THAT I COULD BE SATISFIED AND WE COULD BE SATISFIED THAT FIRST RESPONDERS IN HEALTHCARE WORKERS CAN HAVE THEIR DAY CARE NEEDS SATISFIED IN AN EQUITABLE WAY, I AM MIGRATING TOWARD MAKING A DECISION ABOUT DAYCARE MORE BROADLY. SOMEBODY TOLD ME 85% OF DAYCARE IS ALREADY SHUT IN THE STATE. I DON’T KNOW IF THAT

IS TRUE OR NOT AND I DON’T KNOW IF YOU HAVE HEARD THAT NUMBER I HAVE NO BASIS ON THAT THIS IS BECOMING CLEAR THAT IT ISN’T A HOLE IN OUR STRATEGY BECAUSE WE WENT INTO THIS WITH OUR EYES OPEN. WE KNEW WE COULD NOT DO ALL OF THIS AT ONCE. I AM PERSONALLY MIGRATING TOWARD A DECISION THAT WILL, ASSUMING THE FIRST RESPONDERS IN HEALTHCARE WORKERS ARE TAKEN CARE OF THAT WE ARE GOING TO FIND A WAY TO BRING THIS DOWN ON THE OTHER SIDE FOR THE FORESEEABLE FUTURE JUDY? NATIONWIDE, I THINK YOU HAVE HEARD ME SAY THIS BEFORE THAT 40% OF NURSES ARE PRIMARY CAREGIVERS OR SINGLE PARENTS THAT WE NEED THE NURSES ON THE FRONT LINES SO, GOOD CHILDCARE IS IMPERATIVE WE ARE WORKING WITH THE HOSPITALS AND WE ARE DOING A SURVEY. IN FACT, I GOT IT OVER MY PHONE THIS MORNING, BUT I HAVEN’T BEEN ABLE TO PAY ATTENTION TO IT. WHAT PERCENTAGE OF THEIR WORKFORCE CANNOT GO TO WORK BECAUSE OF CHILDCARE WE ARE DOING IT BY COUNTY SO, WE MIGHT BE ABLE TO CONSOLIDATE AND BRING UP SAFE, GOOD, RESPONSIBLE CHILDCARE THAT IS CLOSE TO THE HOSPITALS SO THAT THE NURSES AND THE FIRST RESPONDERS KNOW THAT THEIR KIDS ARE SAFE AND SECURE AND THAT THEY CAN COME TO WORK IT IS A HUGE ISSUE AND IT IS SOMETHING THAT WE HAVEN’T QUITE GOTTEN THERE YET, I THINK THAT’S WHAT I HEARD THE GOVERNOR SAY WE ARE CLOSER IN GETTING THERE BY THE MINUTE THREE PARTS REALLY. HOMELESS PEOPLE, THE POST OFFICE AND WHY ARE WE KEEPING LIQUOR STORES OPEN AND WHY ARE THEY CONSIDERED ESSENTIAL? AND ON THE HOMELESS ISSUE, JERSEY CITY CAME OUT AND STARTED FINDING HOTELS FOR THEIR POPULATION ARE THERE CONCERNS ABOUT COVID- 19 GETTING INTO THAT POPULATION? AND HOSPITALS CALLED ME LAST NIGHT SAYING THEY DON’T HAVE PROTECTIVE GEAR AND THEY ARE STILL TAKING MAIL FROM PEOPLE WHO COME TO THE POST OFFICE AND THEY DON’T KNOW WHERE THEY HAVE BEEN, IF THEY HAVE ANYTHING AT LIQUOR STORES ARE ESSENTIAL BUSINESSES TO KEEP OPEN I WILL GIVE SOME GENERAL COMMENTS THAT ASKED MY COLLEAGUES TO COME HERE I APPRECIATE YOU BUNCHING YOUR QUESTIONS TOGETHER. WE HAD CAROL JOHNSON HERE, ARE COMMISSIONER OF HUMAN SERVICES, HERE THE OTHER DAY TO TALK ABOUT PROGRAMS FOR THE HOMELESS I WILL NOT REPEAT WHAT SHE SAID, BUT THERE IS HUGE EXPOSURE AS USUAL, WHEN SOMETHING GOES WRONG IN SOCIETY, THE FOLKS WHO NEED GOVERNMENT THE MOST AND THE FOLKS LEFT BEHIND ARE LEFT FURTHER BEHIND. SO, WE SPENT A LOT OF TIME TALKING TO CONGRESS ABOUT THIS AND JUDY, MAY WANT TO ADD COLOR ON THAT THIS IS THE FIRST TIME I’VE BEEN ASKED ABOUT THE POST OFFICE AND IT SEEMS TO BE OF SIMILAR RETAIL REALITY TO RETAIL WORKERS LIKE THE FRONT LINES AT THE SUPERMARKET AND, OBVIOUSLY THERE IS A FEDERAL COMPONENT TO THAT I WOULD JUST REPEAT WHAT I SAID WITH OUR LABOR LEADERS THE
